The main dilemma with collective nouns is whether to use them with a singular or plural verb. Most style and grammar books agree that the general rule is to treat collective nouns as a singular unless the meaning is clearly plural, but this is not always as simple as it sounds.
Sometimes the choice of singular or plural verb comes down to the variety of English. For example, with a collective noun like government, British English treats it as a plural, and American and Canadian English uses a singular verb.
